Minutes of Meeting of the Executive Committee ofDivisional Association of BS&G, KVS State, Jammu Division

A meeting of the Executive Committee of Divisional Association of BS&G, KVS State, and Jammu Division was held on 14.06.2016 at KV No.2, Jammu Cantt. under the Chairmanship of Sh. AVLJ Rao, Divisional Commissioner, BS&G, KVS, Jammu Division & Deputy Commissioner, KVS (JR).

The members as reflected in Annexure –A- Attended the meeting.


The following are the agenda points of the meeting for the session 2016-17:

Item No.1: Receipt and Expenditure Statement of Regional Scouts/ Guides Fund
Sh. Raju, Treasurer, presented the receipts and payments account of the Regional Scouts & Guides Fund for the year 2015‐16.The same was discussed and necessary action plan was approved after the discussion.

It was emphasized that the Annual Contribution towards BS&G Fund should be sent well in time.
The re-imbursement of the expenditure made on the conduct of Cluster/ Regional/ State/ National level activities held at their Vidyalayas, as per the above recommendations, should be submitted along with original vouchers/ bills with in one month after the completion of the activity.
Budget allocations in the VVN fund should be properly planned for the expenditure on the BS&G activities for the whole year.

Item No.2: Review of Re‐Constitution of Divisional Association of BS&G

The committee approved the reconstitution of the Association at Divisional and District levels of BS&G, KVS Jammu Division. Re-location of KVs under various Districts has also been made. It will work till further modifications.

Item No.3: Timely Registration of the Units

The Registration of Scouts/Guides wings should be completed at Vidyalaya level by 05th July, 2016. The registration forms duly filled should reach the District Commissioners concerned by 15thJuly, 2016. After countersigning the same by the concerned District Commissioners as well as District Secretary, the forms will be sent to KVS (RO) latest by 20th July, 2016. The same will be sent to KVS (HQ) by 31st July, 2016. The Distt. Chief Commissioner and Distt. Commissioner will report to Sh. A. S. Gill, Deputy Divisional Commissioner on 22nd July 2016 for the latest position individual registration form

Individual Registration Fee @ Rs.2/‐ per Cub / Bulbul, Rs.6/‐ per Scout/ Guide and Rs.50/‐ per head for adults is to be paid by the individuals registered.

Group Registration Fee @ of Rs. 250/‐ for Scouts’ Wing (Scouts & Cubs) and Rs. 250/- for Guides’ Wing (Guides & Bulbuls) will be paid out of VVN of the Vidyalaya separately for both the Wings.

The Demand Draft prepared should be drawn in favour of KVS BHARAT SCOUTS & GUIDES FUND, payable at JAMMU.

Item No.4: Encouragement for Prime Minister’s Shield Competition

This year 29Registration Forms for Prime Minister Shield Competition weresent to the KVS (HQ).

It was emphasized that further improvement is needed in respect of participation in Prime Minister Shield Competition with true spirit.

(Details of the competition have been already circulated).

Item No.5: Scouts, Guides, Cubs and Bulbuls Unit in each KVs of the Region

            In each KVs of Jammu region there must be Unit of Scouts, Guides, Cubs and Bulbuls. If there is no trained person KVs may engage retired LTs/ALTs/Scout Masters/Guide Captains (with the permission of Deputy Commissioner, KVS, Jammu Region) to impart training. He/ She should be paid honorarium out of VVN at the rate prevailing at the time of engagement. (vide KVS letter NO. F.110353 /11/2008 /KVS (Acad)/ BS&G dated 02.09.2008).

Item No.6:  At least one Trained Unit Leader for each section (Scouts/Guides/Cubs/Bulbuls)

            At least there must be one trained Unit Leader in the vidyalaya for Scouts, Cubs, Guides and Bulbul so that each section can run smoothly.

Item No.7:  Re-Orientation Course for Unit Leaders

            Two days Re-Orientation course for unit Leaders will be conducted with the help of officials of KVS State, BS&G. Dates will be intimated later.

Item No.8:  Registration and Preparation for Rashtrapati Scouts and Rashtrapati Guides

            Sh. A.V.L.J. Rao, Divisional Commissioner and Dy. Commissioner, KVS (RO) Jammu said that Unit Leaders shall ensure that an S/G should reach to Rashtrapati S/G level by the time he/she reaches class XI. He also emphasized on more & more S/G participating in Rashtrapati S/G test. All the DCC & DC are responsible to send the forms of eligible candidates of their Districts on or before 28th June 2016 to this office. (Letter for Procurement of Rashtrapati Award has already been circulated. The form & guidelines to fill the form has been attached with the letter). This may please be given top priority. Please leave blank SHQ No and RHQ No on forms. Please note that this year Rashtrapati Scouts /Guide form fill as per the old syllabus.

Item No.9:  Preparation of Calendar of Activities for the Session 2016-17

Item No.10:  Conduct of Tritiya Sopan Test – 2016

Tritiya Sopan Test for the session 2016-17 will be held District-wise in Sept- 2016 at the following venues:
            K.V. No.3, Srinagar, for Scouts and Guides of North District.
K.V. Sunjuwan, for Scouts and Guides of East District.
K.V. Nangalbhur, for Scouts and Guides of West District.
K.V.No3, Jalandhar, for Scouts and Guides of South District.

Number of Participants:        Up to 2 Section KVs: 12 Participants each of Scouts and guides;
                                       Up to 4 Section KVs: 16 Participants each of Scouts and guides;

            District Commissioner and. District Chief Commissioners concerned will visit the camp   for signing the certificates and other documents of the Participants.

Item No.11: Conduct of Courses for Scout Masters, Guide Captains, Cub Masters & Flock Leaders
            The Committee was happy over the successful conduct of and participation in the following events:
* Four Basic Courses for Scout Masters, Cub Masters, Guide Captains, Flock Leaders, Two Advanced courses for SM & Guide Captains, Two zonal level advanced courses for Cub Masters and Flock Leaders at KV No.1, Pathankot.

It was decided that one period of activities should be clubbed and be utilized for Mass PET, BS&G and Integrity Activities etc.  

As per the instructions of the KVS (HQ), the Scouting/ Guiding activities have been declared as part of the Educational policy of KVS. So, now participation in the Scouting/ Guiding Activities is mandatory for all the teachers of KVS vide L. No. F.1100353/11/2011-KVS (Acad.)/ BS&G dated 14.02.2012.
It was decided that advancement of the Scouters and Guiders should be organized this year also. Different training course programmes were proposed.

It was also decided that more teachers must be encouraged to attain higher qualification in Scouting & Guiding beyond Advanced Course.

Item No. 12: To review the activities and Achievements of the Association and its future
                        Plan

Rajya Puraskar Testing camp- 2015 of Jammu Region was conducted at KV Dalhousie at Banikhet in which 148 Scouts & 88 Guides participated. Out of which 128 Scouts and 87 Guides qualified Rajya Puraskar Testing Camp 2015. 
A number of teachers conducted and assisted Basic & Advanced courses for SM & GC held at KV No.1 Pathankot, KV N0.2, Ajmer (Jaipur Region), KV No.2 Bathinda Cantt, KV No.1, Karnal (Gurgaon Region), KV Danapur (Patna Region) and KV no.1, Gandhi nagar, Gujarat (Ahmadabad Region). This was the first time when Scout Master of Jammu region conducted courses in our own region and Patna Region.
Our three teachers were appointed Examiners for Rashtrapati Awards at Mumbai and Jaipur region.
Three scouts Masters Sh. H.S. Pathania, Dr. J.C. Choudhary and Omkar went for HWB course at NTC Pachmarhi.
    
Two BS&G Divisional Awards were awarded to Mr. Rajinder Badkulia and Mrs. Nimmi Kaul .

Future Plan of activities:
Rajya/ Pre‐Rashtrapati/ Rashtrapati Puraskar Camps will be organized according to the schedule of KVS (HQ).

Pre- Rajya Puraskar Test: 08th July to 10thjuly 2016.  (Letter already circulated)
Reporting: 07thjuly before 5.PM (Application form along with Information sheet & all the documents of scouts & Guides to be deposited at the time of reporting)

Rajya Puraskar Test (Zonal Level): 12th to 16thjuly 2016

Thinking Day will be celebrated at Vidyalaya Level on 22nd February, every year.
Cub/ Bulbul Utsav will be celebrated at Cluster Level on 22nd February every year to commemorate the birthday of Lord Baden Powell, the founder of the movement.
A scarf, a woggle and a certificate of participation should be given to all the participants of the Utsav.
No. of participants: Single Section KVs = 24 Students; Two or more Section KVs=48 students.
In no case the students shall travel more than 20 KM to attend the Utsav.
In such cases the remaining Vidyalayas will collaborate with the neighbouring Vidyalayas within limits or celebrate it independently. There will be no restriction on the number of registered cub/ bulbul participants in such cases.
50% DA will be spent on their food and refreshments.
All the expenditure will be made out of VVN by the participating Vidyalaya(s).
The venues will be decided by the concerned Cluster Heads.

Report of all the activities and photographs will be sent to the concerned District Commissioners by 5th of every month. The concerned District Commissioners will send the report and photographs to KVS RO Jammu before 8th of every month through E-mail so that report can be sent to KVS (HQ) latest by 10th of every month.

All KVs will send a census report with details of Cubs, Bulbuls, Scouts and Guides/ Cub‐Masters, Flock Leaders, Scout‐Masters and Guide Captains Registered, to their respective Distt. Commissioners by 25th July, 2016. The copy of the same will be sent to the District Chief Commissioners by 1st August 2016. The DCCs and DCs concerned will ensure that the census details of all the Vidyalayas are available with them. The help of District Training Commissioners of concerned wings can be had for such technical aspects.

            All the Scouts/ Guides participating in the Rashtrapati Puraskar Test should be given a complete set of uniform out of VVN of the Vidyalaya. (Vide KVS letter no. F.15‐ 16/2005/ KVS (Accad)/ BS&G dated 03.10.2005)
            The Scouts/ Guides/ Cubs/ Bulbuls should be given refreshment @ Rs. 25/‐ per head per meeting per week.
            It has been observed by the authorities that the children are not given refreshment or are given refreshment in the Vidyalayas at rare occasions. The same needs to be improved in quantity and quality.
            It has been observed by the authorities that Scout/Guides/cubs/bulbuls get very little chance for outdoor activities of BS&G. it is emphasized that ample opportunities are provided to the students for exposure through activities. Excursions rallies, tracking and adventure activities should be spread all over the year for the students.
           Every Vidyalaya will have a Scout / Guide Corner in the Campus and should be used  for the BS&G activity. Every KV will ensure that a DISPLAY BOARD with the information regarding Activities under Scouting/ Guiding Advancement of Scouts/ Guides/ Cubs/ Bulbuls and Scouters/ Guiders and Requirements; Incentives/ Benefits of achievements etc to give proper guidance to masses and motivation to students & parents to undertake such activities, should be put up at conveniently accessible place in the Vidyalaya. The necessary action should be taken to complete these projects by 31st August, 2016. Split of syllabus of BS&G should be presented at the time of Panel Inspection.                  
           
            Every Vidyalaya will ensure that it has a Colour Party in proper dress. The Party should be properly trained in drill and other formal reception actions. The services of colour party should be availed for reception of guests/ inspectors and on other special occasions. Standardized Colour party with proper drill to be formed in one of the school and CD of the same can be sent to all schools for perusal.
     
            The scouts/ guides/ cubs/ bulbuls will now be entitled to travel by 3‐tier A.C. class. (Vide KVS letter No. F.11016/1/2009‐KVS(HQ)/ Acad. dated 14.01.2010)
            The D. A. rates as applicable for Sports & Games activity will be applicable to scouting & guiding activities.
            The District Commissioners and District Chief Commissioners concerned will keep in touch with the KVs under the jurisdiction for the implementation of the BS&G activities as per the calendar of activities laid down in this letter.


 Incentives to Scouters/ Guiders*
(*Scouter/Guider is the general term used for any adult working at any rank in the movement)
All the trained Scouters/ guiders running Scout Troop, Guide Company, Cub Pack or Bulbul Flock fulfilling the criteria for eligibility, are entitled for a Uniform Allowance @ Rs.5000/ every alternative year out of VVN as per the instructions already circulated by KVS (RO), Jammu. It should be ensured that the Scouters/ Guiders wear the uniform once a week and on other important days as well as celebrations, particularly during inspection. This facility should be withdrawn if the scouter/ guider does not comply with it.
The vouchers for the expenditure made on the purchase of uniform and associated articles are to be submitted in the Vidyalaya office for settlement of accounts.
A register should be maintained by the Vidyalaya to keep the record of uniform allowance given to the teachers.
As circulated vide letter dated 11.09.2014 (Minutes of Meeting of Executive Committee held on 05.09.2013) KVS State Association of BS&G has approved the Honorarium to the officials appointed for conducting Dwitiya, Tritiya Sopan, Pre-Rajya, Rajya, Pre-Rashtrapati and Rashtrapati Puraskar and Golden Arrow Tests etc. at Cluster, Distt., Divisional level should be given out of divisional BS&G Fund at the norms given below:
a)      Camps lasting upto 3 days – Rs. 1,000/- to LOC and Rs 750/- to other officials.
b)      Camps lasting beyond 3 Days – Rs. 1500/- to LOC and Rs. 1000/- to other officials.
Camps at Vidyalaya level will not qualify for this Honorarium. To qualify for this
       Honorarium, it is compulsory that the number of these officials should be   
       between 03 to 06 in each wing. Only Camp Days will be considered for eligibility
       for the grant of Honorarium. (Duration of Tests: Dwitiya Sopan- 02 Days; Tritiya
       Sopan Test: 03 days; Pre- Rajya Puraskar- 03 Days; Rajya Puraskar- 05 Days; Pre-
       Rashtrapati Puraskar- 03 Days; Rashtrapati Puraskar - 05 days)

An honorarium @ R.2000/‐ will be paid to an LOC and Rs. 1500/‐ to each assisting staff for conducting a training course for teacher (out of Regional Fund). (Vide letter No. F.110353/11/2008‐KVS (Acad)/ BS&G dated 02.09.2008).
LOCs can be engaged from other Regions/ State of BS&G, if they are not available in the Region.
A set of five books on scouting/guiding, like‐Scouting for Boys, APRO‐I, II, III, Aids to Scout‐mastership/ Guide Captains, Pragati Ki Aur, Games Galore etc.or the available literature on scouting & guiding, shall be given to all the participants of Basic Training Courses. The literature to be given to the members of Advanced Training Courses will be decided by the LOCs of the courses. These books will be given to all members of the courses, including trainers.
KVS (HQ) has approved that awards at Division/ State/ National level will be given to the deserving scouters/ guiders according to their performance and contribution in the field of BS&G.
The concerned District Commissioners will collect the list of Scouters/ Guiders from different KVs of their District and allot the Warrant Numbers to them (valid up to 31.03.2018). The same information is to be confirmed to the Regional Office by 31st July, 2015, positively so that Warrant Number Certificates are issued. (The warrant numbers will automatically be cancelled in the case of transfer of the employee from one to another Region or he/ she gets superannuation.)

Reports and photographs on all activities along with photographs should be sent to the Regional Office by 30th March every year, for publication in the News Letter. The material should also be sent to Bharat Scouts & Guided (NHQ), New Delhi for publication in the bulletin of that organization.
All the District Chief Commissioners and District Commissioners are fully responsible for every activity, Registration of PM Shield competition forms, Timely registration of Units, Rajya Puraskar and Rashtrapati award activities, etc.
